Vikram Yadav, a officer in the Research and Analysis Wing, had hired a hit team and plotted an attack on Khalistani terrorist Gurpatwant Singh Pannun on American soil, a report by the Washington Post has claimed.

In November 2022, a report in the Financial Times stated that the US had foiled a plot to kill Pannun. The report also claimed that the US issued a "warning" to the Indian government over concerns that New Delhi was "involved in the plot" to eliminate Pannun.

Following this, an indictment was filed in a Manhattan court claiming a man named Nikhil Gupta colluded with the Indian government official in the plan to murder Pannun, who holds dual citizenship of the US and Canada.

The Washington Post report claims that this 'CC-1' was Vikram Yadav.
